Castilla-La Mancha today is stepping into a new era of technological advancement with the official launch of FiveCLM. This ambitious open innovation project aims to bring digital solutions closer to businesses, public administrations, and citizens across the region.
Spearheaded by the Regional Government of Castilla-La Mancha, this groundbreaking initiative leverages Digital Twins and Open Innovation methodologies to tackle key technological challenges.
Castilla-La Mancha Launches Ambitious FiveCLM Program: Pioneering Digital Innovation with Regional Tech Hubs
This June 2nd, Vice-President José Manuel Caballero inaugurated the first FiveCLM tech hub in Alcolea de Calatrava, marking a significant milestone for the program. This specialized center will focus on healthcare technology. Developing solutions to improve medical attention, optimize health processes, and promote public well-being.
“From a town like Alcolea, we are going to attract and radiate innovation, which will directly revert to the well-being and development of the municipality”.
FiveCLM: A Vision for Accessible, Collaborative Tech
The FiveCLM program, officially known as the ‘Acceleration Program for Entrepreneurship and Innovation Ecosystems based on Digital Twins,’ is led by the Regional Ministry of Finance, Public Administrations, and Digital Transformation. European RETECH funds finance it, and the UTE (Joint Venture) formed by BTODigital and ESRI España executes the project.
The program will achieve this through a network of innovation hubs strategically located in each province. Serving as epicenters for technology and fostering stronger ties between social, administrative, and business sectors.

The Power of Digital Twins and Open Innovation
FiveCLM harnesses two powerful tools at the forefront of innovation:
Digital Twins: A digital twin is a virtual representation of a real-world object, process, or system. It allows for the simulation and analysis of behavior under various conditions without interfering with the physical environment. For participating startups and SMEs, this means they can develop, test, and optimize technological solutions in a controlled. Also secure environment, minimizing risks and maximizing efficiency before market implementation.
Open Innovation Methodology: This approach encourages collaboration among diverse actors within the innovation ecosystem – including companies, startups, universities, technology centers, and public administrations. It promotes the exchange of ideas and solutions, generating significant value through knowledge transfer among all participants.
Innovation Reaching Every Corner
The FiveCLM project aims to be transversal. Extending technology to all corners of Castilla-La Mancha, with a particular focus on rural environments.
FiveCLM organizes the challenges by technological verticals, and a specific hub in one of the region’s provinces develops each technology.

The official FiveCLM website invites all social and economic agents in Castilla-La Mancha interested in participating in the FiveCLM program to find comprehensive information and opportunities.
By democratizing access to advanced technology and fostering a collaborative environment, FiveCLM is set to empower local businesses, drive economic growth, and enhance the quality of life for citizens across Castilla-La Mancha. Positioning the region as a leader in digital transformation and rural innovation.
