The Fusion Action Plan implements the flagship measurements of Germany (HTAD) in key technologies of fusion, aiming to make Germany the centre of key innovations.

The Fusion Action Plan represents the federal government’s commitment to fusion research with a clear goal of building a fusion power plant in Germany.

By 2029, more than 2 billion euros will be invested in fusion research, including research funding and the development of new research infrastructure and technology demonstrators.

Dorothy Bell, Minister of Federal Research, Technology and Space, explained:

“Our energy of tomorrow should be safe for everyone, environmentally compatible, climate-friendly and affordable. In the future, key fusion technologies will help meet this demand.

“The Fusion Action Plan paves the way for Germany’s first fusion power plant.”

Why is fusion energy so important?

Fusion is our solar energy conversion process. At an extremely high temperature of 15 million degrees Celsius, at a pressure of 100 billion bar, several hydrogen atoms fuse at the center of the sun, forming a single helium atom.

Fusion is not a short-term solution, but an investment in future energy supply. It promises the possibility of powering in a clean, safe and resource-efficient way, and can meet the requirements of baseload, making it a key pillar of our society and economy.

Furthermore, energy-intensive processes such as hydrogen production could benefit from future fusion power plants.

Actions and measures necessary to commercialize German integrated power plants

Fusion energy can only be successful if the regulatory framework is also correct, so the German government intends to create explicit regulations for fusion in the radiation protection law.

It aims to pave the way for future energy supply and create planning security for startups and industrial enterprises involved in fusion.

The federal government’s adopted action plan identifies eight areas of action and measures to address to realize German consolidated power plants.

Strengthening Research Funding Building a Fusion Ecosystem (from Science and Industry) Research Infrastructure and Technology Demonator Training and Experts’ Further Education Public Engagement in Radiation Protection Act Regulation Intellectual Property Protection and Standardization Strategic International Cooperation
