The European Commission has formally adopted the Global Health Resilience Initiative, a new strategy aimed at strengthening Europe’s role in preventing and responding to future international health emergencies.
This framework aims to increase preparedness, strengthen health systems, and reduce vulnerabilities exposed by recent global crises.
Under this plan, the European Union will position itself as a frontline actor in global health by investing in stronger international collaboration, expanding access to medical countermeasures and supporting countries seeking greater health sovereignty.
The strategy also aims to reduce fragmentation in global health governance while improving resilience across supply chains and health infrastructure.
The result is a long-term roadmap to guide the EU’s global health policy from 2026 onwards. The Global Health Resilience Initiative aims to accelerate crisis response capacity, improve international cooperation, and strengthen confidence in science-based policymaking through nine major activities scheduled to begin between 2026 and 2027.

EU moves to strengthen global health leadership
The European Commission said the initiative reflects the growing need for coordinated international action in an increasingly interconnected world.
Officials argue that the recent pandemic, geopolitical instability and supply chain disruptions demonstrate the limits of a fragmented global health system.
The Strategy establishes a framework for faster and more coordinated responses to cross-border health threats, while reinforcing the EU’s broader objectives of strategic autonomy and economic competitiveness.

The EU has said it wants to help countries build independent and sustainable health systems that can cope with future crises within their countries, rather than relying heavily on aid-based models.
€6 billion has already been mobilized for health investment
The European Commission confirmed that more than €6 billion has already been mobilized through the Neighborhood, Development and International Cooperation Instrument under the Global Europe Programme. Health is also a central pillar of the EU’s Global Gateway Investment Strategy.
The Global Health Resilience Initiative identifies five strategic priorities where EU interventions are expected to have the strongest impact.
Top priorities focus on improving coordination across the global health system. Brussels believes that duplication of programs and lack of funding continue to weaken the global response to emergencies.
The EU plans to strengthen cooperation with national and international partners to reduce inefficiencies and strengthen multilateral action.
Building a stronger national health system
The second major pillar focuses on resilient, country-led health systems. According to the Commission, the country’s health infrastructure remains the foundation for effective crisis management.
The EU intends to support partner countries through investments, technical expertise and health workforce development, with a particular focus on strengthening primary care services.
Officials say countries with strong domestic systems are in a better position to maintain essential health care in emergencies while protecting vulnerable populations.
This effort also prioritizes global infectious disease preparedness. The EU plans to expand access to vaccines, treatments and diagnostics during future outbreaks, as well as strengthen surveillance and detection networks.
As part of its efforts, the EU will support the creation of a global health resilience tracker aimed at monitoring international health spending and levels of preparedness.
Supply chain diversification and manufacturing expansion
Supply chain resilience forms another core element of the strategy. The COVID-19 pandemic has exposed significant vulnerabilities in the production and distribution of essential medical products such as vaccines and pharmaceutical ingredients.
The Global Health Resilience Initiative aims to diversify global manufacturing capacity while fostering investment partnerships between European companies and partner countries.
This approach is expected to help expand local manufacturing capacity, create skilled jobs and improve access to critical medical technologies.
The Commission also plans to accelerate existing investment mechanisms, including the Team Europe Initiative on Manufacturing and Access to Vaccines, Medicines and Medical Technologies, known as MAV+.
The strategy focuses on combating health misinformation, as well as infrastructure and manufacturing. European officials have warned that false and misleading information continues to undermine public trust and undermine crisis response efforts globally.
Combating health misinformation
To meet this challenge, the EU plans to strengthen cooperation with partner countries on public health communication and improve access to reliable scientific information.
The initiative also aims to strengthen evidence-based policymaking through closer scientific collaboration and data sharing.
Implementation of the strategy’s nine flagship measures is scheduled to begin between 2026 and 2027. The Commission says its broader objective is to build a more resilient global health environment that can respond quickly and collectively to future crises.
