The European Commission has published the eighth edition of the Nuclear Liblic Bacteria Programme (PINC), outlining its bold vision for the future of EU nuclear energy.
The report estimates that around 241 billion euros will be needed by 2050 to extend existing reactor lifetimes and help build new, large-scale nuclear power plants.
This substantial investment highlights the key role of nuclear power in achieving a decarbonisation, resilient and competitive European energy system.
The investment plan includes additional funding for next-generation technologies such as small modular reactors (SMRS), advanced modular reactors (AMR), microreactors and long-term fusion energy.
These innovations are expected to significantly increase flexibility, reduce costs and enhance the independence of Europe’s energy.
The strategic role of nuclear energy in the European decarbonization pathway.
Nuclear power is viewed by many EU member states as essential to achieving climate neutrality, improving industry competitiveness, and ensuring energy security.
According to the committee, more than 90% of the EU’s electricity mix is expected to come from decarbonisation sources by 2040, and nuclear power, along with renewable energy, plays an important role.
Currently, nuclear-mounted capacity across the EU is expected to rise from 98 GWE in 2025 to around 109 GWE by 2050.
This medium but important increase will help stabilize the energy network, especially as intermittent renewable sources such as wind and solar gain a larger share of power generation.
Strengthen Europe’s global nuclear leadership
Maintaining and expanding EU nuclear energy leadership is a central priority in the PINC strategy. Ensuring first-class safety standards, a robust security framework, and effective radioactive waste management remains paramount.
The program highlights the need to invest in long-term waste disposal solutions and streamlined decommissioning procedures to support sustainable growth.
The committee also emphasizes the importance of international cooperation with trusted partners to ensure a diverse fuel supply and prevent reliance on a single source.
Close cooperation between national nuclear regulators is expected to accelerate the licensing of innovative technologies.
Dan Jorgensen, EU Energy and Housing Commissioner, commented: “To truly realize the clean energy transition, all zero and low carbon energy solutions are needed. Nuclear energy plays a role in building a resilient, clean energy system.
“By ensuring the necessary framework conditions, the EU will support the highest safety standards and responsible management of radioactive waste by maintaining the industrial leadership of this sector.”
Improve innovation and workforce skills
An important pillar of the PINC roadmap is fostering a nuclear workforce that is ready for the future. This strategy requires pondering current experts, attracting young talent and supporting nuclear-centric startups.
These initiatives aim to promote innovation and bring cutting-edge technologies such as SMR, AMR and fusion energy to commercial viability.
The EU hopes to position itself at the forefront of the global nuclear revolution by promoting research, development and adoption of early markets.
The Committee will consult with the European Economic and Social Commission and complete the PINC.
The document will be further discussed with EU member states at the Energy Council meeting held in Luxembourg on June 16, 2025, forming the next chapter of European nuclear policy.
