This Strategic Horizon European Agreement paves the way for Korean researchers and organizations to work with European partners on an equal footing.
Commenting on the Landmark Partnership, Ekaterina Zaharieva, EU Startups, Research and Innovation Committee, said:

Expanding global research collaboration
With today’s formal association, Korean institutions now have full access to the Horizon Europe program Pillar II.
Backed by a budget of 52.4 billion euros, Pillar II focuses on solving shared global challenges such as climate change, clean energy, digital innovation and public health.
Participation in this pillar of Korea will allow researchers to lead international consortiums across borders, secure funding and promote scientific advancement.
The total budget for 2021-2027 is 93.5 billion euros, making it the EU’s most ambitious research funding program to date.
Supports global competitiveness, drives green and digital transitions, and closely aligns with the United Nations Sustainable Development Goals.
Korea’s Horizon Europe participation is already underway
Under a transitional arrangement that has been in effect since January 1, 2025, Korean entities have already been able to apply for funding opportunities under the Pillar II of the Horizon Europe program.
As of today, these organizations are now available to assess and select as full beneficiaries under the same conditions as EU member states.
In addition to Pillar II, Korean researchers continue to maintain qualifications in other parts of the program, including Marie Skłodowska-Curie Action, which supports outstanding science, innovative Europe, and international doctoral and postdoc training initiatives.
EU – Strengthening the scientific bonds of South Korea
South Korea has joined a group of 19 countries related to the Horizon Europe program. This includes EU candidates, EEA members, and countries that meet strict research and governance criteria.
The new partnership underscores its commitment to strengthening the EU’s geopolitical alliance and building a global research community.
The Association Agreement represents a major step towards deeper scientific cooperation between Europe and Asia.
It opens the door for collaborative innovation in key sectors such as clean technology, digital transformation and health research. All of these are aimed at building a sustainable, innovation-driven future.
With Korea now fully equipped, the Horizon Europe program continues to grow as a powerful engine for international research, promoting solutions to the world’s most pressing challenges.
