The Ukrainian military said it had attacked oil pump infrastructure in Russia’s Rostov region and oil refineries in the Samara region overnight. A military statement said an attack on Samara caused a fire and a “strong explosion” occurred near the gas transmission facility in Rostov. The French defense minister said Russia had demonstrated “aggressive behaviour” by flying SU-35 fighter jets dangerously close to French surveillance drones over the eastern Mediterranean. He says Jet made three consecutive close passes, which is intentional and unacceptable. A Russian drone attack on Tuesday killed one person and cut off electricity, water and heating at Ukraine’s Black Sea port on the second day, Regional Governor Ole Kiper said. The drones will also attack severe damaged infrastructure, which is also damaged, he added.

Russian spokesman Dmitry Peskov said the US decision to halt military aid to Ukraine would be “the best contribution to the cause of peace” between Moscow and Kiev. Interfax-Ukraine reported that Shmyhal said that Kyiv is open to peace debate, but that territorial losses are off the table. “We have not discussed and cannot discuss Ukraine’s territorial losses. We can talk about peace plans that include certain stages,” he reportedly said. Zelensky says he wants to “get things right” with Donald Trump and calls his previous spat “unfortunate.” He also said he would like to work under Trump’s “strong leadership” to ensure safe and lasting peace in Ukraine. In his speech to the US Congress, Trump welcomed Zelenskyy’s willingness to sign a mineral trade, saying that Zelenskyy had previously declared to him through a letter. Zelenskyy said at the nightly video address he instructed his defense minister and other government officials to clarify information regarding the suspension of military aid to Kiev “as people should not speculate.” Zelenskyy said in X that Ukraine is ready to negotiate as soon as possible, and that peace with Russia is possible if Moscow agrees to certain terms. He proposed the release of prisoners and a ceasefire in the air and sea as the first step towards ending the war. Citing four people familiar with the situation, Reuters reported that the US and Ukraine are planning to sign a mineral trade that fell early after the Trump-Zelensky clash. US Treasury Secretary Scott Bescent rebutted the report, saying the deal was not on the table “currently”;
