The proposal to x Maui’s thousands of vacation rental units has encouraged intense debate in tourism-dependent cities.
As Erin Nolan explains in Honolulu’s Civic Beat, “In other parts of the islands, in the mainland and other countries, the tug of war over short-term rentals reflects strong sentiment as civil servants struggle to provide more affordable housing amid economic concerns about eliminating popular options for tourists.”
The conflict gained new fuel after the 2023 Lahaina wildfires drove away more than 12,000 residents. The proposal from Mayor Richard Bissen eliminates the exemption of approximately 7,000 units zoned as residential apartments operated as short-term rentals.
The county council has received thousands of pages of testimony and fierce opinions on the issue, with some opponents citing concerns that eliminating half of the county’s STR could destroy the local tourist economy. One resident pushed the idea back, saying, “The locals didn’t ask tourism to create our main source of income. We don’t have to speak for us while carrying the industry to our backs.
