The survey found a decline of 25% to 47% in regulated areas. However, “The data provides insight into how the share of plastic bags found in shoreline trash has changed due to policy measures, but there remains an important warning: plastic trash is on the rise overall.”

Researchers said the total ban and fees that allowed companies to use thicker “reusable” bags worked better than the partial ban. “The research data appears to show that consumer fees are the most effective option for alleviating plastic bag waste, but the paper authors say more research is needed to confirm this finding.”
