UK and Ukraine officially sign civil space cooperation

The UK and Ukraine have signed a new bilateral agreement to strengthen cooperation in civil space activities, taking an important step in expanding their science and technology ties.

A Memorandum of Understanding (MoU) signed in London by UK Space Agency Director General Paul Bate and Ukraine’s Ambassador to the UK Valery Zarzhiny creates a formal structure for cooperation between the UK Space Agency and the State Space Agency of Ukraine (SSAU).

This is the first direct agreement between the two agencies and signals a shift toward more coordinated civil and commercial space engagement.

Commenting on the partnership, Mr. Bate said: “Space is at the heart of the modern economy, from communications and navigation to climate monitoring and infrastructure resilience.

“This agreement is an important step in strengthening our partnership with Ukraine in the civil and commercial space sector.

“By working together, we can support innovation, develop new commercial opportunities for UK and Ukrainian organizations, and leverage space technology to deliver real-world benefits for our people.”

Framework for private space collaboration

The agreement aims to support collaboration across a variety of civil space priorities, including satellite utilization, Earth observation, and technology development.

This will establish a mechanism for sharing expertise, exchanging data and coordinating future programs between UK and Ukrainian organizations.

Officials said the framework aims to lower barriers to cooperation between the two countries’ research institutes, government agencies and the private sector.

By formalizing these collaborations, the MoU aims to accelerate project development and create new opportunities for cross-border partnerships in the civil space sector.

The deal is also in line with the wider UK-Ukraine 100-year partnership agreed last year, which identified space as a strategic area for long-term cooperation.

Instant funding and project support

In addition to this agreement, the UK Space Agency has committed €100,000 to support joint initiatives involving the European Space Agency (ESA) and SSAU. This funding will support programs to strengthen Ukraine’s space capabilities.

The initiative’s first projects will apply Earth observation techniques to agricultural and environmental monitoring.

The program, known as SEN4STATUkr, aims to improve the accuracy and efficiency of agricultural statistics by integrating satellite data into existing systems. The project will also be expanded to include ecological monitoring throughout Ukraine and the Black Sea region.

Ukraine’s technological capabilities are attracting attention

Ukraine’s space sector remains a technologically advanced ecosystem, with expertise spanning launch vehicle development, propulsion systems, telemetry and control technologies. SSAU oversees a network of industrial and research institutions that employ approximately 10,000 professionals.

This industrial and scientific infrastructure is expected to play a central role in future joint activities, particularly in areas where Ukraine has established engineering capabilities and the UK offers complementary strengths in satellite applications and downstream services.

SSAU Acting Director Volodymyr Mikhayev added: “The signing of the Memorandum of Understanding between SSAU and the UK Space Agency is an important step to strengthen cooperation between our two countries in the space field.”

“We very much appreciate the opportunity to start a close dialogue and exchange of experiences between the institutions of both countries and bring our domestic space sectors closer together.

“We are confident that our partnership will contribute to the development of joint space initiatives for the benefit of the peoples of Ukraine and the United Kingdom.”

Strategic positioning in international space cooperation

For the UK, the deal will strengthen its position as Europe’s leading player in the civilian space, with a workforce of tens of thousands of people in manufacturing, research and data-driven applications.

The partnership with Ukraine expands the portfolio of international cooperation aimed at increasing the UK’s influence in global space initiatives.

The memorandum also emphasizes a common commitment to the peaceful uses of space and the development of technologies of social and economic value.

The two countries are expected to explore further areas of cooperation in the coming months, as program directors begin discussions on possible joint missions and research activities.

Following the signing, SSAU representatives will meet with the UK Space Agency’s program team to identify priority areas for collaboration. These discussions are likely to focus on short-term projects that can demonstrate practical outcomes under the new private space framework.

As geopolitical and economic pressures reshape the global space sector, this agreement positions both countries to leverage cooperation to sustain innovation and expand capabilities for civil space applications.
