Macron of France has come up with the idea of ”sensitivity” and has blamed the UK’s priorities for Russia as “playing the game.”
Ukrainian allies across Europe have not all agreed to the proposal to deploy domestic troops to back up the ultimate peace deal with Russia, and some would like to take part, French President Emmanuel Macron said.
Macron hosted leaders from nearly 30 Parisian countries on Thursday as well as the chiefs of NATO and the European Union.
The summit has come at a critical time in a war of more than three years, and is bolstering diplomatic efforts to mediate a ceasefire amid pressure from US President Donald Trump to end the battle.
“We don’t need unanimity to achieve that,” Macron announced after the meeting that France and the UK, which are driving peacekeeping initiatives, will build a “power of security” with the involvement of several countries.
Italian Prime Minister Giorgia Meloni emphasized different views among Ukrainian partners, reiterating that “national participation in military forces on the ground is not planned.”
Czech Prime Minister Petr Fiara said it was “premature” to discuss sending European troops to Ukraine before the conditions for the ceasefire were known.

Macron said that members of the “reliability forces” are peacekeepers and have not been deployed to any kind of replacement for the frontline or Ukrainian forces.
He emphasized that not all Ukraine’s European allies are represented by the Force, and that some states are “incapable” and are part of a passive state due to “political context.”
The Franco-British delegation will begin a speech on where such forces can be deployed.
It would have “a deterrent nature against potential Russian attacks,” he said.
Macron said the summit agreed that he and priorities would bring together the “coalition of actions for stable and durable peace” in Europe.
The British French delegation will also discuss the form of “Tomorrow’s Ukrainian Army,” Macron said.
Russian Foreign Ministry spokesman Maria Zakharova hatched plans for “military intervention in Ukraine” under the guise of a peacekeeping mission, and warned of a direct military clash between Russia and NATO.
Macron committed to an additional 2 billion euros ($2.16 billion) on Wednesday with French support, including missiles, fighter jets and air defense equipment. President Volodymyr Zelenskyy said other partners could announce aid packages on Thursday.
The meeting comes days after the US said it had signed separate agreements with Moscow and Kiev on a ceasefire in the Black Sea, but Russia has presented terms.
They included a request that sanctions against Russian agricultural lender Rosselhozbank be lifted and reconnected to the international payment system Swift.
The European Union, which emitted Rosselhozbank from Swift, said it could only recover when Russia withdraws its troops from Ukraine on Wednesday.
The summit had a broad agreement that it would be a strategic mistake to prematurely ease sanctions against Russia.
“There’s absolutely clarity that Russia is trying to delay, and it’s a game, and we have to be absolutely clear about it,” Starmer said after the meeting.
Zelenskyy accused Putin of trying to “split” Europe and the United States, denounced “dangerous signals” for lifting sanctions against Russia, and urged Washington to “strongly” towards the Kremlin.
The Ukrainian leaders allegedly violated a US-brokered suspension against an attack on energy infrastructure, urging Washington to respond, killing at least two people and hinting at a strike against the southern city of Carson, which left tens of thousands on Thursday.
Russia said Ukraine targeted power facilities in the Bryance region and gas storage facilities in Crimea on Wednesday, and on Thursday the artillery of Bryansk’s power units.
