Ukrainian officials in the Dnipropetrovsk region said Russian artillery fires had injured three people in the town of Nikopol. Yury Slyusar, governor of Russia’s Rostov region, said Ukrainian drones had damaged two skyscrapers in Taganrog city. He said 85 residents had evacuated from one of the buildings. Russia advanced to Ukrainian territory to 240 square kilometers (93 square miles) in March, marking its fourth consecutive month of slowdown. Moscow’s progress has slowed down each month since peaking at 725 square kilometers (279 square miles) in November 2024, ISW data shows. Russia has made 150 square kilometers (57.9 square miles) in March less than in February. Despite these slowdowns, the past 12 months have been marked by Russian forces advancing in Ukraine. Ukrainian Foreign Minister Andri Sibikh told a news conference that tens of thousands of people in Herson in southern Ukraine were left without power after the Russian strike damaged its electricity facilities.
Ceasefire
German Foreign Minister Annarena Bearbok said support from Ukrainian European allies in the war with Moscow “because of the deadlock” between the US and Russia to build a ceasefire deal was “absolutely important.” Russia is unable to accept the US proposal to end the war in Ukraine in its current form, as it has not addressed the issues Moscow considers to have caused the conflict, said Russian vice minister Sergei Riabov. He suggested that Moscow and Washington have so far failed to fill the differences that Russian President Vladimir Putin grew more than two weeks ago when he said that the US ceasefire proposal needed to be reworked. A senior official in the administration of US President Donald Trump has recently debated the possibility that the US may not be able to secure a Ukrainian peace deal in the coming months, and two familiar US officials told Reuters that they have told Reuters that they will pressure both Kiev and Moscow. White House and US State Department officials acknowledged Putin was actively opposed to Washington’s attempts to attack a permanent peace deal, and discussed what economic or diplomatic punishment could bring Russia closer to deal, sources said. Ukrainian President Voldymi Zelenki has once again accused Russia of violating the recent US-mediated ceasefire agreement and called for sanctions against Moscow. Similarly, the Russian Ministry of Defense accused Ukraine of launching new drone attacks on energy facilities in Russia’s Belgorod region and in the Russian-occupied region of Zaporidia region in Ukraine. Half of the US Senate (25 Republicans and 25 Democrats) worked together to propose sanctions that would be imposed on Russia if they refused to engage in good negotiations for peace with Ukraine.

The move comes when Sweden and other European countries announced plans to strengthen defense spending in the wake of doubts about Russia’s invasion of Ukraine and Trump’s commitment to NATO. Finland Prime Minister Petteri Orpo said the country will withdraw from an international treaty banning anti-pannel mines, the latest signatories to abandon the ban on threats from Russia. France said it would deliver hundreds of mistral surface-to-air missiles to Denmark as French President Emmanuel Macron and Danish king Frederick X pledge for “more powerful” Europe. The move comes as Denmark seeks European support to combat Trump’s threat of taking over Greenland. The UK government said anyone who works in the UK for the Russian state must register on a new list or prison that was launched in July. British National Security Minister Dan Jarvis told Parliament that Russia is subject to the strictest restrictions on foreign impact registration schemes.
Diplomacy
Putin said Russia will be the guest of honor as it marks the 80th anniversary of the end of World War II and celebrates its annual Victory Day parade in Moscow’s Red Square. Putin acquired the leadership of Bosnian Serbian Milorado Dodik in the Kremlin the day after Dodik announced his visit to Moscow. Russian Foreign Minister Sergei Lavrov discussed China’s counterpart Wang Yi, the situation on the Korean Peninsula, Iran’s nuclear program, the situation in Central Asia, the Ukrainian conflict and the need for a lasting peace agreement, Moscow’s Foreign Ministry said. As tensions between Paris and the Kremlin remain higher than Ukraine, a new ambassador to France has arrived in Moscow. Russian official Kiril Dmitriev is scheduled to visit Washington, D.C. this week, and will meet with Trump administration official Steve Witkov about discussions on strengthening relations between the two countries in an attempt to end the war in Ukraine. Ukraine said Kiev and Washington are in new talks on an agreement to allow the US to access Ukraine’s natural resources in exchange for more support.
