The confusion was consistent with the Trump administration’s widespread orders to suspend the federal subsidy, causing confusion throughout the federal government. The White House later revealed that the order does not include head start and medicade. The White House spokeswoman Karoline Leavitt calls Medicade issues last week, and does not say whether the headstart payment system has been intentionally offline.
