The latest amendments to EuroHPC JU extend the objective of accelerating the creation of an AI gigafactory in Europe by adding a dedicated quantum technology pillar.
The revised regulation will enable the development and operation in Europe of the AI Gigafactory, a world-class AI computing infrastructure that will strengthen European industry and competitiveness, while fostering cooperation through public-private partnerships involving Member States and industry players.
It also sets rules for financing and procurement, protecting the interests of start-ups and scale-ups. This provides partners with flexibility and enables them to optimize their results while increasing Europe’s leadership in AI and quantum technologies.

Expanding the AI Gigafactory to power innovation in Europe
EuroHPC aims to develop, deploy and maintain supercomputing, quantum computing and data infrastructure within the EU, while supporting the growth of high performance computing (HPC) systems, technologies and skills for science and industry in Europe.
The EuroHPC regulation was amended in 2024 to include the development and operation of AI factories (dynamic ecosystems that foster artificial intelligence innovation and collaboration).
The European Commission’s Amendment 2, introduced on 15 July 2025, builds on this by supporting the establishment of an AI Gigafactory, further advancing Europe’s leadership in AI innovation.
Support for large-scale AI models
The AI Gigafactory will be a state-of-the-art, large-scale facility offering massive computing power, hosted in energy-efficient data centers, to support the entire AI lifecycle, including the development, training, and large-scale inference of very large-scale AI models and applications.
The AI Gigafactory will provide advanced computing resources to European researchers, start-ups and industrial partners.
Built on an environmentally sustainable computing infrastructure, it will strengthen the European Union’s strategic autonomy and competitiveness in advanced AI technologies.
These will foster the development of strong and responsible AI models trained on European data, ensuring safe, trustworthy and ethical AI.
Expanding the possibilities of quantum technology
The new quantum technology pillars address the complete quantum ecosystem, including quantum computing and simulation, quantum communications, quantum sensing and instrumentation across diverse application domains.
This will strengthen the security, resilience and competitiveness of Europe’s quantum supply chain, as well as strengthen the EU’s scientific and industrial leadership, strategic autonomy and technological sovereignty.
EuroHPC JU will be responsible for implementing the Union’s quantum technology agenda, including research and innovation activities such as the Union’s Quantum Flagship funded by the Horizon Europe program.
Future quantum technology initiatives will be integrated into the EuroHPC JU work program to foster synergies between HPC and quantum technologies, support basic and applied research, lab-to-factory transition, deployment and integration of quantum technologies into world-class infrastructure, and build a dynamic, sustainable and resilient EU quantum ecosystem.
A new group of experts in quantum technology
As a result, EuroHPC JU and its governance structure will adopt changes to incorporate quantum technology expertise.
In the coming months, a new EuroHPC Quantum Technology Advisory Group (QTAG) will be established as part of EuroHPC JU’s Industrial and Scientific Advisory Board.
QTAG will provide input into JU’s Multi-Annual Strategic Plan (MASP), alongside the existing Research and Innovation Advisory Group (RIAG) and Infrastructure Advisory Group (INFRAG), as well as provide expert advice to the EuroHPC JU Board.
EuroHPC JU is currently preparing to implement these changes, which are now in force.
