Last month, the city ended its program offering showers and toilets at camps in favour of more punitive measures. Chou explains that while the city was allocated $70 million to its “Care+” Sweeps program last year, the city has not committed ongoing funds to the camping service. Inappropriate people and advocates argue that putting more resources into regular garbage services and “spot cleaning” ultimately saves city money and provides a more humane solution that doesn’t involve throwing away people’s belongings.
