The UK will fall to 12th in the World Citizenship Index in 2025

The UK has secured its 12th position in the 2025 World Citizens Index (WCI), released by CS Global Partners in its annual World Citizenship Report.

With a score of 79.3, the UK ranks behind several Nordic countries, including Iceland, Finland and Sweden.

The index has assessed a total of 20 countries this year, with Switzerland appearing at the top with a score of 85, expelling Ireland and retaining its top position in 2024, but now at 8th place.

Developed through rigorous qualitative and quantitative research, WCI assesses 188 nationalities across five core motivators at the core of five citizenship: safety and security, economic opportunity, quality of life, global mobility, and financial freedom.

The final ranking is determined by a unique formula combining the national scores of these pillars and is weighted according to their association with high net individuals (HNWIs).

“We’re looking forward to seeing you in the future,” said Micha Rose Emmett, CEO of CS Global Partners.

UK performance has been slightly down from last year, when it took its ninth position.

The contributor to the decline in rankings is the rise in the country’s annual inflation, which reached 3% in January 2025 and rose from 2.5% in December 2024.

Furthermore, the ongoing challenges in housing affordability, taxation and access to public services have led many residents to explore alternative citizenship options.

Despite these set-ups, the UK continues to score well on the “quality of life” pillar, maintaining the same 6th place ranking as last year. This reflects the country’s enduring strengths in healthcare, education, cultural abundance and lifestyle delivery.
